HEC Opposes Sindh Government’s Move to Amend Universities Law
The Higher Education Commission (HEC) Pakistan has taken a firm stand against the Sindh government’s proposal to appoint bureaucrats as vice chancellors of public sector universities in the province. In a letter addressed to Sindh Chief Minister Murad Ali Shah, HEC Chairman Dr. Mukhtar Ahmed emphasized that such a decision could have severe repercussions on academic integrity.
Concerns Over Proposed Changes
Dr. Ahmed expressed serious concerns regarding the potential amendments to the Sindh Universities and Institutes Laws Act, 2018, which would alter the criteria for selecting VCs and rectors in public universities across Sindh. Of particular worry is the possibility of allowing individuals without PhD qualifications to be eligible for these crucial academic positions. The HEC has warned that this move could compromise the academic standards of higher education institutions in the region.
Threats to Academic Freedom
The HEC’s letter highlights the dangers of appointing non-academic administrators to roles traditionally held by academicians. Such a decision has the potential to restrict academic freedom, suppress critical thinking, and establish a harmful precedent that could impact other provinces as well. The HEC stresses that these changes will significantly affect the quality and independence of higher education in the region.
HEC’s Authority and National Standards
Referencing the Council of Common Interests (CCI) decision from April 7, 2021, the HEC reiterates its position as the primary national standard-setting body for higher education in Pakistan. The CCI resolution emphasized the importance of the HEC’s role in ensuring consistency and coherence in higher education policies nationwide.
