Senate Subcommittee Approves Bill for Stricter Punishments for Rapists
In a significant development aimed at combating sexual violence in Pakistan, a Senate subcommittee has approved a bill proposing harsher punishments for rapists. The proposed legislation includes a minimum of 25 years’ imprisonment, a fine of Rs1 million, or the death penalty for perpetrators of rape.
The meeting of the Senate Standing Committee on Interior’s subcommittee, chaired by Senator Samina Mumtaz Zehri, took place at Parliament House on Tuesday. The committee reviewed Senator Mohsin Aziz’s proposed amendment to the Code of Criminal Procedure (CrPC), which seeks to increase penalties for rape offenders.
Controversy and Opposition to the Proposed Bill
During the session, Senator Aziz suggested that convicted rapists should face life imprisonment, emphasizing that they should remain incarcerated until their last breath. However, there was opposition to the bill from authorities in the Islamabad Capital Territory and the Sindh government. The Sindh government went as far as deeming the proposed punishments as “absurd.”
Despite the objections, Chairperson Zehri stood firm in her support for the proposed amendments, asserting that perpetrators of such heinous crimes must face severe consequences. She highlighted the injustice where genuine criminals are at large while innocent individuals are unjustly imprisoned for financial motives.
Challenges in Implementing Stricter Punishments
The committee received insights from the Special Secretary for the Interior, who pointed out that while the death penalty for rape already exists in current laws, its enforcement is hindered by international agreements and obligations, particularly those under the Generalized System of Preferences (GSP) status.
