Punjab Government Establishes Legal Aid Committees in Prisons to Empower Inmates
In a groundbreaking move towards providing equal access to justice, the Punjab government has officially launched free legal aid committees in all 43 prisons across the province. The primary goal of this initiative is to ensure that underprivileged prisoners have the necessary legal representation to defend their rights and seek justice.

The establishment of these legal aid committees is the result of a collaborative effort between the Punjab Home Department, the Punjab Bar Council, and district bar associations. By working together, these organizations aim to streamline the process of identifying deserving inmates who require legal assistance but cannot afford it.
Streamlining Support with SOPs
To ensure the effective operation of the legal aid committees, comprehensive Standard Operating Procedures (SOPs) have been put in place. Deputy superintendents (judicial) will play a crucial role in identifying prisoners in need of free legal aid. Every Tuesday, weekly announcements will be made in the barracks to inform inmates about the services available to them. By Wednesday, a list of eligible prisoners will be submitted to the respective district’s free legal aid committee.
Facilitating Access to Legal Assistance
Deputy superintendents will take the lead in organizing meetings between inmates and their assigned lawyers to ensure that every listed prisoner receives the legal support they require. Any obstacles hindering the provision of legal aid will be promptly addressed with the assistance of superintendents and bar councils. In situations where lawyers are unavailable, the Inspector General of Prisons will coordinate with the Punjab Bar Council to arrange immediate assistance for the inmates.
Ensuring Accountability and Transparency
Monthly reports detailing the number of prisoners who have received legal aid, as well as any reasons for lapses in the process, will be compiled and submitted to the Home Department. The Punjab Home Secretary has emphasized the importance of strict adherence to the guidelines outlined for providing legal aid to inmates, ensuring transparency and accountability in the system.
